In this tier list for Reverse: 1999, we are going to be ranking the best characters you can summon to kickstart your account in the right direction. While some of them may not be available at the time of global launch depending on the developers scheduling, all of them should be added fairly quickly in the coming weeks. We have procured a list of the strongest characters, taking into account various factors such as base rarity, abilities, and content requirements. We have not taken into account the Psychubes, as they are more of a personalized choice. Let’s take you right to the tier list!

S Tier Characters

Let’s take a look at some of the characters in this tier:

BLACK DWARF

Black Dwarf is a 6-star rarity character that is classified as a Mineral type that deals mental damage to enemies. Her 1st skill Mythical Meteors states as follows – “Mass attack. Deals 135% Mental DMG to 2 enemies. Upon casting, gain 1 stack of [Mars]. [Mars]: +6% Leech Rate for each stack. [Planet]’s are capped at 3.” Her 2nd active ability Enchanted Strike states as follows – “1-target attack. Deals 180% Mental DMG. Upon casting, gain 1 stack of [Saturn]. [Saturn]: +6% Penetration Rate for each stack. [Planet]s are capped at 3.” 

Lastly, Black Dwarf’s ultimate ability Singular Perfection does as follows – “1-target attack. Removes all [Planets]. Deals 600% Mental DMG. Gains 2 stacks of [Full-Moon]. [Full-Moon]: +6% skill power for each stack. [Planet]s are capped at 3.”

AN-AN LEE

An-an Lee is a 6-star rarity character that is classified as a Plant type that deals reality damage to enemies. Her 1st skill Lily Nectar states as follows – “Mass buff. DMG Dealt +15% and DMG Taken -15% for all allies. Lasts 2 rounds.” Her 2nd active ability Taoist Rune states as follows – “1-target attack. Deals 200% Reality DMG.” 

Lastly, An-an Lee’s ultimate ability Scientific Ghost Buster does as follows – “Mass attack. Deals 400% Reality DMG to all enemies. The caster enters [Empower Incantation I] status for 2 rounds.”

DIKKE

Dikke is a 5-star rarity character that is classified as a Beast type that deals mental damage to enemies. Her 1st skill Justice states as follows – “Mass healing. HP +(the caster’s ATK x60%) for all allies; if a target’s HP is below 50%, additionally HP +(the caster’s ATK x30%) for the target.” Her 2nd active ability Power states as follows – “1-target attack. Deals 200% Mental DMG.” 

Lastly, Dikke’s ultimate ability Maverick Judge does as follows – “1-target attack. Purifies all [Stats Down], [Neg Status], and [Control] statuses from the caster and enters [Immunity] for 1 round to the caster. Deals 400% Mental DMG plus (the caster’s ATK x100%) Genesis DMG.”

REGULUS

Regulus is a 6-star rarity character that is classified as a Star type that deals mental damage to enemies. Her 1st skill Challenge for the Eyes states as follows – “Mass attack. Deals 150% Mental DMG to 2 enemies.” Her 2nd active ability Treat for the Ears states as follows – “1-target attack. Deals 200% Mental DMG.” 

Lastly, Regulus’s ultimate ability Sleepless Rave does as follows – “Mass attack. Deals 300% Mental DMG to all enemies and inflicts [Riot and Roll] status on all allies for 1 round.”

BABY BLUE

Baby Blue is a 5-star rarity character that is classified as a Star type that deals mental damage to enemies. Her 1st skill Cough Syrup states as follows – “Mass debuff. DMG -15% and DMG Taken +15% for all enemies for 2 rounds.” Her 2nd active ability Tea Party states as follows – “1-target attack. Deals 200% Mental DMG.” 

Lastly, Baby Blue’s ultimate ability Tea with Friends does as follow – “Mass attack. Deals 250% Mental DMG to all enemies. If the target is in [Stats down], [Neg Status], or [Control] statuses, inflicts [Nightmare] status for 1 round on the target.”

BALLOON PARTY

Balloon Party is a 5-star rarity character that is classified as a Mineral type that deals reality damage to enemies. Her 1st skill Coughing Wierdo states as follows – “Mass healing. HP +(Lost HP x25%) for all allies.” Her 2nd active ability Pinata states as follows – “1-target attack. Deals 160% Reality DMG. If the caster has [Party Balloon] or [Balloon of Innocence], this attack enjoys Penetration Rate +50%.” 

Lastly, Balloon Party’s ultimate ability Good Kids, Bad Adults does as follows – “Mass attack. Deals 250% Reality DMG to all enemies. Gives 1 [Balloon of Innocence] and 1 [Party Balloon] to all allies. HP +(Lost HP x10%) for the ally with the lowest HP percentage.”

B Tier Characters

LILYA

Lilya is a 6-star rarity character that is classified as a Star type that deals reality damage to enemies. Her 1st skill Aerial Maneuvers states as follows – “Mass attack. Deals 150% Reality DMG to 2 enemies.” Her 2nd active ability Crosswind Takeoff states as follows – “1-target attack. Deals 160% Reality DMG. When scoring a critical hit, perform 1 extra attack that deals 80% Reality DMG. This extra attack is regarded as 1 extra action.” 

Lastly, Lilya’s ultimate ability A Small Trick does as follows – “1-target attack. Deals 700% Reality DMG. When this attack scores a critical hit, it enjoys a Leech Rate +15%.” 

HORROPEDIA

Horropedia is a 5-star rarity character that is classified as a Mineral type that deals mental damage to enemies. His 1st skill Snooker Shoot states as follows – “1-target attack. Deals 160% Mental DMG. If the target does not have [Stats Up] or [Pos. Status], this deals an additional 60% Mental DMG” His 2nd active ability Dictated by Logic states as follows – “1-target attack. Deals 200% Mental DMG” 

Lastly, Horropedia’s ultimate ability Twin’s Trickery does as follows – “Mass attack. Deals 300% Mental DMG to all enemies. Inflicts 1 layer of [Fear]”

CLICK

Click is a 5-star rarity character that is classified as a Spirit type that deals mental damage to enemies. His 1st skill Witness states as follows – “1-target attack. Deals 200% Mental DMG.” His 2nd active ability Spectator states as follows – “1-target attack. Deals 200% Mental DMG.” 

Lastly, Click’s ultimate ability Valuable Good Photo does as follows – “Mass attack. Deals 300% Mental DMG to all enemies. Other allies enter [Lens Cap] status for 1 round.”
