In order to grow your population, you first need to have enough space to accommodate new inhabitants, which relies mostly on the number and levels of your houses. Building new houses, as well as upgrading the ones you currently have, will bump up your population limit. However, increasing your population limit is not enough to actually make your population grow; that’s what the Tavern is for.
In order to get new citizens, you need to attract them by keeping your Tavern stocked with both Ale and Food. The only caveat of sending your troops to gather is that you have to do it manually every time. That is, send them out, wait for them to get back, and then send them out again. It’s your discipline and diligence with this process that will give you the extra push necessary to develop your town quicker than other players. Chapter Quests and Their Importance
